Our Local Chief Executives (LCEs) never cease to amaze us.

At the third Project Management Team meeting of Navotas City last February 6, Mayor John Rey Tiangco gave us a lesson in transparent governance. The City Mayor presented a draft of the Local School Board (LSB) budget to all public school principals and solicited their comments.

Rarely do LCEs bring the LSB budget up for discussion with school heads. The usual procedure is for the LSB to deliberate and agree on the budget among themselves.

Principals of Navotas say Mayor Tiangco makes it a point to show them the proposed LSB budget to ask for their observations and recommendations on how funds are allocated. They added that it has been the practice of the Mayor to consult them, not just on the LSB budget, but on other matters concerning education.
